Supplementary Regulations

1. ANNOUNCEMENT:
The Shell Advance Australian Superbike Championship hereinafter called "The Series" will be conducted under the General Competition Rules of Motorcycling Australia, these Supplementary Regulations, and any individual round Final Instructions approved by Motorcycling Australia (MA).

2. JURISDICTION:
The Series will be run under the MA Permits. The races will be National Competition in which holders of current MA National Licences are eligible to compete. Riders with licences issued by other Federations are eligible to enter provided they receive a clearance from their Federation and have satisfactory insurance. Organisers reserve the right to reject any entry.

3. RACE DIRECTOR:
Mr Ray LeNevez has been appointed to this senior position. The Race Director has substantial authority. The duties and responsibilities are outlined in Chapter 2 of the GCRs. The Race Director will be the focal point at each round of the SAASC to ensure consistency and continuity in the way the events are conducted.

4. SERIES DATES:

* The Australian Superbike class will be a support event at the Superbike World Championships (SWC) and gain points toward the overall SAASC series.

5. DESCRIPTION OF EVENTS:
The only events to be held are as follows:-

  • a) 125 GP: For solo motorcycles up to 125cc. Conducted over 15 races (5 rds). To be combined with the 250 GP.
  • b) 250 GP: For solo motorcycles between 126cc and 250cc. Conducted over 15 races (5 rds). To be combined with the 125 GP.
  • c) 250cc PRODUCTION: For solo motorcycles up to 250cc as per GCRs. Conducted over 15 races (5 rds).
  • d) SUPERSPORT: For motorcycles complying with GCRs to be conducted over 15 races (5 rds).
  • e) SUPERBIKES: For production Superbikes complying with GCRs. Conducted over 18 races (6 rds).
  • f) SIDECARS: For sidecars complying with GCRs. Conducted over 12 races (4 rds – Rd3, Rd4, Rd5 & Rd6)
  • g) SUPERSTOCK: For motorcycles complying with SuperStock rules and ridden by C & D grade riders. Conducted over 15 races (5rds). See clause 29 for conditions of entry.
  • f) ROOKIES CUP: For sidecars complying with GCRs and ridden by B grade riders. Conducted over 12 races (4 rds – Rd3, Rd4, Rd5 & Rd6 - combined with Sidecars. In exceptional circumstances race lengths may be altered by the Race Director. No other races or classes will be conducted during the meeting without the approval of MA.

6. ENTRIES:
Entries will close 14 days prior to the first days practice and must be lodged on the official entry form for that round. A late entry will incur a fee of $55.00 (GST inc).

A rider’s entry fee will only be refunded if he/she informs the promoter of their withdrawal from a round by the close of business on the Wednesday before that round and upon receipt of a medical certificate.

The lodgment of an entry form is not a guarantee of entry into the race for practice or qualifying. A final instruction sheet will be issued by the Promoter of each round which will be sent out with entry acceptance notices. In the event of the number of applications to enter a race being greater than the number of riders who can safely practice during the practice and qualifying sessions (as a guide this will be 120% of the allowed starting grid), then acceptance of entries will be in accordance with the following:-

  • a) Riders who have gained points in the previous year in the respective class.
  • b) Riders who have gained points in previous rounds in the respective class.
  • c) Highest graded riders. The Round Promoter, with the approval of the Sport & Development Manager, may include any entered rider who does not meet the above criteria. In accordance with GCR 5.10.3.3 if there are fewer than 15 solo starters in each class those races will not attract championship points or trophies. In such circumstances the Sport & Development Manager may cancel races and make an ex gratia payment from the prize money pool to interstate competitors. Entry fees will be refunded on a pro rata basis for races cancelled by the Sport & Development Manager. It is a condition of entry that Motorcycling Australia has the authority to use the riders name and pictures in any form of promotion of the 2002 SAASC.

7. ENTRY FEES:
Scale of Entry Fee as follows: -

  • 250cc Production $220.00
  • 125 GP $220.00
  • 250 GP $220.00
  • Sidecars $240.00
  • Supersport $220.00
  • Superbikes $260.00
  • SuperStock $120.00

* Please Note the entry fee includes:

  • a) An $11 levy as a contribution to the public liability insurance premium.
  • b) A $15 fee for the use of transmitters. Each rider will be required to pay a refundable deposit of $50 and will be responsible for any cost for repairs to or replacements of transmitters if there is loss, case damage or damaged beyond repair.
  • c) Friday practice.

8. PASSES:
Entrants will receive the following passes:

9. POINTS AND POINT SCORE:
Points will be allocated in accordance with GCRs. The rider who records the fastest time in timed practice will receive 1 additional point, which will be counted to determine round winners. The winner of each class shall be the rider amassing the highest number of points over the scheduled number of races. In the event of a race being cancelled in its entirety, no points will be awarded although the race will have deemed to be run in regard to the overall Championship. In the case of a race being prematurely stopped, GCR 6.9.8 will apply.

10. CHANGE OF MACHINE:
Any rider may change machines before the start of each race provided the following points are adhered to:-

  • a) Notice of change of machine is to be given in writing to the Race Secretary of the Meeting for the approval of the Race Director. Notice is not required if the rider has qualified on the machine onto which the rider changes i.e. where the rider or team has more than one machine entered into the race.
  • b) No rider may change to a machine which has not been officially scrutineered for the round.

11. CHANGE OF RIDER:
Any rider who has qualified for a round may ride any machine in the round which they have qualified, provided the machine meets all the criteria of 10a) and 10b).

12. QUALIFYING/GRID POSITIONS:
Grid positions shall be determined at qualifying on the Saturday of each event. Any rider not qualifying within 115% of the fastest time (in his/her class) will not be permitted to race.

In mitigating circumstances, the Race Director may include any entered rider who has failed to qualify. Friday’s practice times may be used for this purpose. Riders will be required to start from the back of the grid. If the number of qualifiers exceeds the grid limit, positions will be allocated on a descending basis of times. Grid positions will be as set out in the GCRs.

Grid positions for the second and third races of each round will be as per the grid positions for the first race of each round. In the event of two riders achieving equal qualifying times the rider who sets the time first will be deemed the fastest of the two riders. The rider having realised the best time during timed practice shall start from pole position which for each circuit will be the position on the first row of the starting grid on the opposite side to the direction taken by the first corner. Other grid positions will be in order of qualifying, starting at the position adjacent to pole on the front row and numbering in order and in the same lateral direction for each successive row.

13. MANNER OF STARTING:
All events shall be from a clutch start. Where lights are in place, racing will commence when the red light is extinguished. Competitors will be given one sighting lap and one warm-up lap, prior to the commencement of each championship race.

Competitors returning to pit lane after the commencement of the warm up lap without the Clerk of Course’s approval, will be required to start the race from pit lane after the field has passed pit lane exit.

Competitors who elect not to ride the warm up lap must start the race from pit lane after the field has passed pit lane exit.

Competitors who are not prepared to start the race immediately upon the conclusion of the warm up lap will be required to move clear of the grid and may join the race as soon as the last rider passes them.

A twenty second penalty will apply to any rider committing a false start. The penalty will be adjudicated by the appointed Judge in conjunction with the Clerk of the Course and Race Director. The penalty shall, as soon as practicable, be notified to the rider's representative. A false start occurs when the front axle of a solo or the leading edge of a sidecar crosses the line indicating the front of that machine's grid position before the signal is given. Machines must be stationary in their grid positions at the time of the start signal being given.

14. TRACK INSPECTION:
Competitors are invited to inspect the track between 8:00 am and 8.45am on the Friday of each race meeting. This inspection must be done on foot and competitors are reminded that service vehicles may be in operation on the circuit at this time.

15. RIDER'S BRIEFING:
All competitors must attend the briefing to be held on Friday 9.00am. Proof of attendance shall be required by signing a register of entered riders. Failure to attend this briefing and sign the attendance register without an acceptable reason will result in a fine. Riders who do not attend Friday practice must report to the Clerk of Course on Saturday 8.00am for briefing.

16. UNOFFICIAL PRACTICE:
There will be no practice at the circuits during the seven days prior to the Sunday's races for all competitors and machines. The penalty for breaching this regulation will be exclusion from the round.

Note 1: Presentations will be made on track at the completion of race 3 of each class.
Note 2: A board indicating 5 minutes remaining will be displayed before the end of each session.
Note 3: Practice schedules may have to be altered if entry levels for a particular class exceed the number of competitors permitted on a circuit or the numbers are too great for timing to be accurately undertaken.

17. SCRUTINEERING:
Series Scrutineer David Noice has been appointed by MA to oversee scrutineering at each round. Machines entered in the competition must have successfully passed machine examination prior to taking part in practice, qualifying or racing.

Current competition licences & full riding gear must be presented at scrutineering. Eligibility checks can take place at any time during the meeting.

Machines which suffer accident damage in practice or race sessions must be re-examined before participating again.

Competitors should be aware that any advice on eligibility they receive from scrutineers other than the Series Scrutineer is not necessarily to be treated as the official MA position or interpretation of a rule/regulation. All competitors are to present their machines at the scrutineering area at the conclusion of each session on the track.

18. IMPOUNDING OF MACHINES:
At the conclusion of the final race for each class at each round, a minimum of the first four machines shall be impounded for 30 minutes in an area to be nominated by the Series Scrutineer.

19. SPECIAL REQUIREMENTS:
All competing 125cc, 250cc, Supersport, Superbike and SuperStock motorcycles are required to carry three (3) Shell decals, supplied by the promoters. These shall be displayed on the number plates located on the front of the machine and on either side of the machine and must be clearly visible.

All Sidecars and 250cc Production machines are required to carry three (3) Lazer Helmets decals, supplied by MA. These shall be displayed on the number plates and on either side of the machine and must be clearly visible. All machines shall also display one (1) Motorcycling Australia logo adjacent to the front number plate. These decals must be displayed during all practice sessions and in all races. Motorcycles not displaying the decals will not be permitted onto the track.

20. ADVERTISING:
By entering any round or rounds of the Series, each competitor shall be deemed to have agreed to the Sponsor, using in advertisement, both written and verbal, the said rider's and/or attributed entrant's name and/or places obtained in any or all rounds of the Series noting that such agreement or authorisation does not permit endorsement advertising unless with the competitor's specific approval.

21. TEAM DRESS:
All team members should be neatly clothed at all times during the meeting and presentations. Each rider may have one person holding an umbrella on the starting grid prior to the warm up lap. Shabbily or inappropriately dressed pit lane crews and umbrella persons will not be tolerated. Enclosed footwear is required.

22. RIDERS' NUMBERS:
The first ten place getters of the 2001 Championship have the right to carry the number plate that corresponds to their finishing position in the championship for all rounds in 2002, and are encouraged to do so for ongoing spectator interest. Riders wishing to carry any other number throughout the Series should apply in writing prior to the first round, to the Sport & Development Manager.

Numbers will be issued at the discretion of MA. All promoters of the series will be notified prior to the first round of number allocations. The promoter in consultation with the Sport & Development Manager reserves the right to allocate all other racing numbers at its discretion.

Note 1: Superbike plate colours are red with white figures.
Note 2: To assist with accurate lap scoring, it is all entrants' responsibility to ensure that their number plates meet the requirements specified in General Competition Rules. Those with non conforming number plates will not pass scrutineering and may not participate at any stage of the meeting.
Note 3: Gloss number plate backgrounds and numbers illegible at a distance of 20m are not permitted. If directed by the Race Director a machine shall take no further part in a meeting until the matter has been rectified.
Note 4: Number plates must be clean, except for Shell and MA logo stickers (and Lazer Helmets for 250cc Production and Sidecars). Shell stickers must be the only stickers placed above the number plate on the front screen of the motorcycle.

23. FUEL:
Fuel for Superbikes, 250cc Production and Supersport, Sidecars and SuperStock (GCR 6.2.2) must be: Unleaded; and be no more than 98 RON; and contain no additives other than those added at the point of manufacture except for lubricating oil for two stoke engines; and be readily available from retail petrol pumps within Australia; and be a brand of fuel homologated by MA.

24. TYRES:

  • A. For 250cc Production and Supersport classes. Only two sets of tyres can be used for qualifying and warm-up sessions and all races of each round. The following condition will apply:- Prior to the commencement of the qualifying session, each entrant must present no more than two front and two rear tyres to the Series Scrutineer or his/her nominee for marking. Tyres must be selected from the distributor-nominated list. The entrant’s machine must complete the qualifying, warm-up sessions and all races using the marked tyres; except where the provisions of 24E and 24F apply. The authorised distributors of each tyre manufacturer may nominate one front and one rear tyre model in appropriate sizes for each class to MA for homologation. Entrants must use tyres from the homologated list for that class in timed practice and qualifying sessions and championship events.
  • B. For Superbikes there are two categories of tyres:
    (a) Dry tyres – slicks which include cut slicks with tread block of 36mm or greater on either dimension.
    (b) Wet tyres – all other tyres with a tread block 35mm or less on either dimension or any moulded treaded tyres. Two sets of dry tyres may be used for the three races and they must be marked by the Series Scrutineer prior to the commencement of Race 1. Failure to have all dry tyres marked for Race 1 will result in a 60 second penalty. The second set of tyres can be changed at any time after Race 1. Competitors may use wet tyres in any race without penalty. Competitors will not be permitted to delay the start of a warm up lap or race by changing tyres unless the Race Director declares the race “wet” after the sighting lap has commenced. If the Race Director declares a race “wet” after the sighting lap has commenced there will be a minimum delay of 15 minutes for competitors to change tyres.
  • C. For SuperStock the tyre homologated for the SuperStock class is (Front) 120/70R17 Dunlop D208F, (Rear) 180/55R17 Dunlop D208. Pricing per set will be fixed at $345 incl. GST for the 2002 season. Prior to the running of the first SuperStock event (Feb 15-17 2002) confirmed entrants may purchase up to 2 sets of the homologated tyre at the above price. Should an entrant not compete at the opening round they will be able to purchase the two sets prior to the first round they contest. This will allow entrants 1 set for pre season use and the other to be marked at their first event. Subsequent to this each confirmed entrant may purchase only 1 set of the homologated tyre at the above price for each sanctioned event of the 2002 season. Prior to any tyres being supplied entrants will need to produce their competition license at point of sale (either authorised Dunlop state distributor or direct from Dunlop’s trackside service which will be provided at each round). MA will be supplying Dunlop (and its state distributors), 14 days prior to each sanctioned event, the details of all confirmed entrants. Only those people will be eligible to purchase the quantities outlined above. Prior to the commencement of qualifying each entrant (or his/her nominee) must present one front tyre and one rear to the Series Scrutineer for marking. Only the marked tyres may be used for qualifying and racing on Saturday and Sunday.
  • D. Sidecars are only permitted the following tyres for qualifying and racing on Saturday and Sunday: 2 x rear tyres, 1 x front tyre, 1 x side tyre. Tyres must be marked by the Series Scrutineer or his nominee. Prior to the commencement of qualifying each entrant must present one front tyre and one rear to the Series Scrutineer or his nominee for marking. Only the marked tyre may be used for qualifying and racing on Saturday and Sunday.
  • E. A tyre can be changed for reasons of safety. In such circumstances the tyre may only be replaced with another of the same make, model and size as originally nominated by the entrant. Prior to changing a tyre, permission must be obtained from the Series Scrutineer. If a change of tyre is permitted the competitor must start from the rear of the starting grid or at the rear of the field whichever is closer to the start/finish line.
  • F. If the Series Scrutineer refuses approval as in 24E and the competitor elects to change a tyre, or tyres, that competitor must start from the rear of the starting grid thirty seconds after the starting signal.
  • G. In the case of competitors changing motorcycles, tyres used must be the ones that the competitor had marked unless item 24E applies.
  • H. The choice by the rider of an unsuitable tyre compound will not be sufficient reason to change tyres.

25. DISCLAIMER:
The Race Director may in case of necessity or safety, postpone stop or cause to abandon a race or part of a race.

26. AWARDS:

  • (a) Trophies will be presented to round and series winners for 1st, 2nd and 3rd in each class.
  • (b) Trophies will be awarded to the leading manufacturer in each of the Supersport and Superbike classes. Points will be awarded in accordance with GCRs. The point for pole position will not be awarded.
  • (c) MA will send Prize money out to each rider when results are declared official. Appeals and drug testing will results in delays to the payment of prize money.

27. DOPING TESTS:
All competitors and officials are advised that as part of the MA drug education program, drug testing may take place at any round in accordance with Australian Sports Commission policy as implemented by the Australian Sports Drug Agency. If any doubts exist over banned substances it is recommended competitors telephone the Drugs in Sport Hotline 1800 020506. When drug testing takes place, the payment of prize money may be delayed until the results of the tests are known.

28. RULE INTERPRETATIONS:

  • (i) Tyres for 250cc Production and Supersport classes which are marked "Not for highway use" or "For Competition Use Only" are prohibited. The moulded tread pattern is not to be augmented or modified by cutting, melting or means other than normal wear.
  • (ii) Parts Supplied By Manufacturers. GCRs 6.3.5.8 and 6.3.6.8 list the parts not manufactured by the manufacturer which may be replaced. This is to be interpreted as parts not "supplied" by the manufacturer.
  • (iii) Brake Rotors. GCR 6.3.4.5 j) refers to brake pads not brake rotors.

29. SUPERSTOCK:
Competitors must be graded C or D grade by their SCB when they first enter the Series. Each competitor is to request their SCB to advise MA of their grading at the time they lodge their first entry. Once a rider has been given a grading they can maintain this grading for the entire SAASC series. This is not a Championship class but the series winner will receive the SuperStock Cup.

30. ROOKIES CUP (Sidecars):
Competitors must be graded B grade by their SCB when they first enter the Series. Each competitor is to request their SCB to advise MA of their grading at the time they lodge their first entry. Once a rider has been given a grading they can maintain this grading for the entire SAASC series.

31. RACE DISTANCES:

32. PRIZE MONEY:
Total unconditional prize money is $200,250 plus trophies. Prize money consists of $40,050 per round allocated as follows:

Prize money is GST inclusive and is the responsibility of the recipient. However competitors should note that unless they provide MA with either their ABN or a declaration that the sport is their recreational pastime MA is required to withhold 48.5% of prize money. MA will be responsible for the payment of prize money. Except in the case of drug testing or an appeal cheques will be mailed within 10 days of the event.

ADDITIONAL PRIZES
1. The highest placed B grade Sidecar unit will be awarded the Rookies Cup.
2. 250cc Production competitors will be eligible for contingency money if they wear a Lazer Hemet. The prize money for eligible competitors will be increased by 50%. Competitors wearing Lazer Helmets are to notify the Sport & Development Manager in writing in order to be eligible for the contingency prize money.
