TT Sidecar review maps controlled return for 2027
Of all the extraordinary things I have witnessed at the Isle of Man TT, few have left me as awestruck as the sidecars. Sidecar racing is mad, so is the TT, so it really is a marriage made in heaven.
The drivers deserve enormous admiration for threading those low, wide and brutally fast three-wheelers between stone walls, kerbs, houses, hedges and telegraph poles. Yet I think I am even more in awe of the swingers who spend the lap throwing themselves from one side of the outfit to the other, often with very little of their body actually inside the machine.
How they hold on for a lap of the 37.73-mile Mountain Course is difficult enough to comprehend. How they continue to do it lap after lap, while maintaining the strength, timing, and precision required to keep the outfit balanced, I will never understand.
It is one of the most demanding partnerships in motorsport. A mistake by either member of the crew can have immediate consequences, while the trust between them must be absolute.
That unique two-person dynamic is one of the reasons Sidecars remain such an important part of the TT. It is also why the question of their future deserves considerably more thought than a simple choice between returning unchanged or disappearing altogether.
Strong support — but not for the status quo
The newly published First-Stage Report concludes that there is still strong support for retaining Sidecar racing at the TT. However, the dominant view is that the class cannot simply resume in its previous form.
The review followed the suspension of the Sidecar programme during TT 2026 and deliberately extended beyond the investigation of any one incident. It considered safety and technical development alongside participation, affordability, competitor standards, sporting health, governance and the class’s place within the professional presentation of the TT.
The public consultation produced 472 records, of which 465 were considered unique and substantive. Competitor, organisational and technical panels were also convened, bringing together leading crews, constructors, engineers, medical personnel, marshals and event officials.
Their collective conclusion is not that the Sidecars must go. It is that meaningful reform will be required if they are to stay. Importantly, this remains a first-stage report rather than a final rulebook or confirmation that Sidecars will definitely race in 2027.
A frightening sequence of incidents
The suspension followed an exceptionally difficult qualifying week.
Maria Costello and passenger Shaun Parker were seriously injured in an incident at Brandish, with the TT organisation later confirming that Costello had sustained spinal injuries.
Ryan and Callum Crowe then crashed at high speed at Crosby after their outfit became airborne and flipped. Both brothers suffered broken bones but were fortunate to escape injuries that were not life-threatening.
The circumstances of the Crowes’ crash appeared disturbingly similar to the incident involving Peter Founds and Jevan Walmsley at Rhencullen during TT 2025, where that outfit also became airborne over a fast rise and overturned. It was this pattern, rather than one isolated accident, that understandably raised deeper questions about the direction in which the machinery had developed.
It must be stressed that the Sustainability Review is not an incident investigation and does not claim to have established a single technical cause. Its report specifically states that there is no proven consensus about the direct cause of the recent incidents.
Aerodynamics and bodywork were nevertheless the leading technical concerns raised through the public submissions, while the report accepts that the behaviour of modern outfits over the TT’s crests and undulations warrants proper engineering investigation.
Lower capacity did not end the pursuit of speed
There is an important historical lesson here.
At the end of the 1980s, safety concerns surrounding the large-capacity Sidecar machinery led the TT to adopt Formula Two regulations. From 1990, the class was effectively built around 350 cc two-strokes and 600 cc four-cylinder four-strokes, with the four-strokes quickly becoming dominant.
Reducing engine capacity did not stop the machines from becoming faster.
Dave Saville set the first 100-mph Sidecar lap in 1990. Dave Molyneux and Peter Hill broke the 110 mph barrier in 1996. Ben and Tom Birchall completed the first 120 mph lap in 2023, while Ryan and Callum Crowe lifted the record to 121.021 mph in 2025.
That progression was not achieved through engine capacity alone. It came through continuing improvements in engine development, chassis design, suspension, tyres, geometry, weight distribution, bodywork and aerodynamic efficiency, along with the increasing commitment and professionalism of the leading crews.
The class remained one of the last genuine prototype categories in road racing. That engineering freedom was part of its appeal, but it also allowed teams to find performance in areas that were not always closely controlled.
When one avenue is restricted, clever engineers naturally pursue another.
Restricting power can redirect development
The engine regulations had already begun changing before the 2026 review.
From 2022, 900 cc parallel-twin engines were permitted alongside the established 600 cc four-cylinder and 675 cc three-cylinder packages. That was primarily intended to address the declining availability and increasing cost of 600 cc Supersport engines. The larger twins offered more torque but generally less peak horsepower and were not initially regarded as the obvious answer on a course where top speed remained critical.
For TT 2026, organisers made a more direct attempt to reduce performance by introducing a 27.5 mm intake restrictor plate. The intention was to cut average lap speeds by approximately three to four miles per hour and potentially reduce maximum speeds by as much as 15 mph.
The immediate effect was less dramatic than hoped. On the opening evening, Ryan and Callum Crowe completed a 118.224 mph lap from a standing start.
The wider question is whether restrictions on engine performance increased the incentive to recover lost speed through reduced drag, more aggressive bodywork and increasingly sophisticated aerodynamic floors.
That does not mean the restrictor caused the crashes. Nor does it prove that any particular floor or bodywork concept was responsible.
It does, however, illustrate the danger of attempting to control a prototype racing vehicle by a single parameter. Reduce horsepower and development can migrate towards aerodynamics. Add weight and designers look for better distribution. Restrict top speed through gearing and teams may concentrate on acceleration and corner speed.
An intervention in one area can have consequences elsewhere.
Some modern outfits have incorporated flat or substantially enclosed floors intended to manipulate airflow beneath the vehicle. Under predictable conditions, such concepts can reduce drag or generate useful downforce. Over a crest, with a sudden change in pitch, ground clearance or wind direction, the aerodynamic behaviour may be quite different.
Power alone is not the answer
One of the most important conclusions of the first-stage report is that horsepower cannot be considered in isolation.
The Technical Panel discussed a target of approximately 95 to 100 horsepower as a possible starting point for the future formula. However, it also stressed that power, gearing, weight, drag, downforce, chassis geometry, stability and top speed interact as a complete system.
That is an implicit recognition that simply choking the engines and sending the same machines back onto the Mountain Course would not constitute a sufficiently comprehensive response.
The emerging philosophy is that the next generation of TT Sidecars should be slower, stronger, more stable, simpler and easier to police. They must also remain affordable enough that reform does not eliminate most of the existing field.
For a possible TT 2027 return, the review proposes work across several areas:
- A significant reduction in engine performance and top speed.
- Tighter engine controls through a control ECU, restrictor, rev limit or an equivalent mechanism.
- Gearing controls to reinforce the desired speed ceiling.
- Minimum-weight and stability requirements.
- More clearly controlled bodywork and dimensions.
- Improved access for marshals and medical personnel.
- Chassis inspection, repair certification and a documented history for each outfit.
- Stronger fluid-containment requirements.
- More extensive scrutineering and technical verification.
- Higher qualification, recent-activity, medical and professional standards.
Longer-term, the report recommends CAD modelling, aerodynamic simulation, physical testing, and vehicle-dynamics analysis specifically relevant to the bumps, jumps, cambers, and wind conditions encountered around the Mountain Course.
That research should examine lift, downforce and pitch sensitivity rather than assuming that aerodynamic behaviour developed on a smooth short circuit will translate safely to the TT.
The machinery is only part of the equation
The report also makes clear that technical regulations alone will not secure the future of the class.
Participation has declined, passenger recruitment is difficult, parts and machinery can be expensive, and the age and repair history of some chassis require greater scrutiny. There are also concerns about uneven standards of professionalism and the physical demands placed on both crew members.
The review found that audience engagement and commercial demand are lower than for the leading Solo classes. That should not determine whether Sidecars survive, but it cannot be ignored when judging whether the category remains sustainable.
A technically perfect formula that is unaffordable, removes most existing crews or cannot be used in the wider Sidecar racing scene would solve one problem by creating several others.
The TT therefore intends to work with competitors, constructors, the ACU and other promoters rather than create a highly specialised class that can race only on the Isle of Man.
A controlled return rather than a quick return
The indicative timetable calls for a Technical Development Group to formulate the initial package during August, followed by consultation and technical appraisal through September and October.
A final decision on whether a defensible TT 2027 package can proceed is expected during the northern autumn, with the regulations ideally published by the end of November. That would provide approximately six months for teams to modify or construct machinery before a final readiness assessment in April 2027.
The proposed approach can be summarised as a controlled intervention for 2027, followed by deeper evidence-led development in the years that follow.
For me, Sidecars belong at the TT. Their history, engineering freedom and extraordinary two-person choreography make them impossible to replace. Slowing them by a few miles per hour will not remove that spectacle. The sight of a passenger hanging over the side of an outfit as it fires through a corner between stone walls will remain utterly remarkable at almost any speed.
But sentiment cannot be allowed to persist in the midst of danger, when some of those dangers are yet not clearly understood.
“The objective is not to build the fastest Sidecar class possible. It is to build the most sustainable Sidecar class possible.”
Hopefully that work succeeds, because the TT would be diminished without the Sidecars.
